Against the wind: Although cities, the governor and legislative leaders are combining forces behind Proposition 1A, the newest of two measures to protect local government funding, and urging the defeat of its twin, Proposition 65, Sen. Dean Florez, D-Shafter, said he isn't going along. He actively will support Proposition 65, which would bar the state from borrowing or taking money from cities and counties and would cause a $1.3 billion state budget hole. A local government coalition agreed to accept $2.6 billion in cuts over two years, in exchange for leaders' support for Proposition 1A, which would allow some loans from locals with a two-thirds vote of the Legislature. But Florez said he plans to rally small-town fire departments and fire stations to press for the original measure. "I just feel that the (League of California Cities) got charmed by a governor and a cigar and walked out $2 billion short," Florez said.
